Medicare Competitive Bidding
The Issue:
Current Medicare policy includes the implementation of a competitive bidding process that will limit patient vendor selection to one or two pre-selected equipment vendors. This will drastically reduce customer service of vendors as well as individual tailorization of equipment to an individual’s needs by promoting a ‘one-size-fits-all’ concept of care.
Proposed Legislation:
H.R. 2231 Medicare Access to Complex Rehabilitation and Assistive Technology Act of 2007
Sponsor: Rep. Thomas Allen (D-ME)
S. 2931 Medicare Access to Complex Rehabilitation and Assistive Technology Act of 2008
Sponsor: Senators Olympia Snowe (R-ME) and Debbie Stabenow (D-MI)
Legislation Overview:
H.R. 2231 & S. 2931 exempt “complex rehabilitation products and assistive technologies” from the competitive bidding program. Products fit this description if they are: “medically necessary adaptive seating, positioning, and mobility devices and speech generating devices that are evaluated, fitted, configured, adjusted, or programmed to meet the specific and unique needs of an individual with a primary diagnosis resulting from injury or trauma or which is neuromuscular in nature.”
